The increasing deplition of State's forest resources has brought into sharp focus the inherent inadequacy of traditional state-owned and run system of forest management in sustaining the forest resource base against the growing human and live stock population pressures, industrilisation and overall economic development. Apart from the developmental pressures, the dependence of forest user groups is a crucial factor in states forests. In acknowledging this factor the Ministry of Environment and Forests, Govt. of India issued policy guidelines for the involvement of village communities and voluntary agencies in the regeneration of degraded forest land on 1 st June 1990 under Joint Forest management programme.
